Download or read book The Future of Arms Control written by Michael A. Levi and published by Brookings Institution Press. This book was released on 2004-12-07 with total page 216 pages. Available in PDF, EPUB and Kindle. Book excerpt: Arms control, for decades at the core of the foreign policy consensus, today is among the more contentious issues in American politics. It is pilloried and considered out of mode in many conservative quarters, while being viewed as nearly sacrosanct in many liberal circles. In this new book, Michael Levi and Michael O'Hanlon argue that neither the left nor the right has a correct view of the proper utility of arms control in the age of terror. Arms control in the traditional sense--lengthy treaties to limit nuclear and other military competitions among the great powers--is no longer particularly useful. Nor should arms control be pursued as a means to the end of constraining the power of nations or of promoting global government. It is still a critical tool, though, for controlling dangerous technologies, particularly those that, in the hands of hostile states or terrorist organizations, could cause massive death and destruction. Arms control and coercive action, including military force, must be integrated into an overall strategy for preventing proliferation, now more than ever before. Arms control should be used to gain earlier warning of illicit activities inside dangerous states, allowing the international community to take coercive action in a timely way. The authors propose three new criteria to guide future arms control efforts, designed to respond to today's geopolitical realities. Arms control must focus on the dangers of catastrophic technology, not so much in the hands of major powers as of small states and terrorist groups. Their criteria lead to a natural focus on nuclear and biological technologies. Much tougher measures to prevent countries from gaining nuclear weapons technoloty while purportedly complying with the Nuclear Non-Proliferation Treaty and procedures for controlling dangerous biological technologies will be most prominent in this framework, while lower priority is giben to efforts such as bilateral nuclear accords and most types of arms control for outer space. This book provides a framework for an effective arms control strategy in a new age of international security.

Available in PDF, EPUB and Kindle. Book excerpt: Verification in an Age of Insecurity takes the reader into some of the most urgent arms control issues facing the world community, including the nuclear activities of rogue states and threats from sophisticated non-state actors. In the book, national security expert Philip D. O'Neill, Jr. identifies and addresses issues from the resuscitated disarmament agenda, from the comprehensive test ban to fissile material and biological weapons. O'Neill examines the need for shifts in verification standards and policy suitable for our volatile era and beyond it. He surveys recent history to show how established verification procedures fail to produce the certainty necessary to meet today's threats. Verification in an Age of Insecurity goes beyond a discussion of rogue states like North Korea to offer suggestions on how best to bring compliance policy up to date with modern threats.

Available in PDF, EPUB and Kindle. Book excerpt: Attitudes towards arms control have undergone a shift from those that prevailed in the interwar period. In the 1920s and 1930s, several nations, particularly the United States, Britain, and Japan, met to negotiate limits to the arms race. Often they approached such negotiations as allies or foes of particular nations and much was written about the alignment and realignment of nations. This work examines the alliances that have affected the result of negotiations in the Cold War and post-Cold War era.

This book was released on 2019-04-05 with total page 150 pages. Available in PDF, EPUB and Kindle. Book excerpt: The political dimension of arms control has always had special significance for the Federal Republic of Germany, not only because of the issue of a divided Germany and a partitioned Europe but also because of the country's key position in the Western security alliance. In the wake of NATO's recent decision to deploy more nuclear weapons on German soil, and in the absence of progress on arms control, it has become clear that arms control measures and negotiations have assumed an importance far beyond their military-technical components; fundamental questions about the nature of East-West relations and the future shape of the transatlantic alliance and the European political order also have been raised. These essays explore the implications of arms control negotiations for the Federal Republic of Germany and consider why Germany has traditionally found it impossible to divorce considerations of arms control from their larger political context.
